The Government and the Environment

As we learned in chapter 5, the government plays an active role in managing supply for the country and for the good of it's citizens. 1. How many programs does the Department of Environmental Quality for the state of Michigan have? What do these programs do? How do these programs affect Michigan's consumers (you)?

Name and describe one of these incentive programs. How does this program effect the environment and you? Do you think this is an effective incentive?

    1. The Department of Environmental Quality for the state of Michigan has 124 programs. They are designed to help with air quality, environmental assistance, oil, gas, and minerals, the Great Lakes, remediation, resource management, and water resources. These programs affect Michigan’s consumers by making the environment a better place.

    2. One of these programs is called the Environmental Management System. This program effects the environment and you by addressing environmental concerns through the distribution of resources, assignment of responsibilities, and ongoing evaluation of practices, procedures, and processes to achieve sound environmental performance. I think this is effective because it makes people more aware of the problems going on in our environment.

    3. One thing Michigan is doing about the climate change is to help energy, they are creating a package of energy related bills, which is currently under review by the legislature. The package includes bills, which create a renewable portfolio standard, energy efficiency programs, and an integrated resource planning process. This would affect me because I would have to pay for these new bills. To help agriculture, forestry, and waste management, the Michigan Department of Natural Resources (MDNR), in conjunction with the Delta Institute has launched a pilot project titled, “Michigan Forest Carbon Offset and Trading Program.” This program allows Michigan forest landowners to document their creation of greenhouse gas emission reduction credits and earn revenue from their sale on the CCX. This wouldn’t affect me much because I’m not a forest landowner, but it would be good for them because they earn more revenue. To help with transportation and land use, The Michigan Department of Transportation (MDOT) offers commuters a Vanpool Program, which is open to individual members of the public. MDOT also helps employers develop vanpools and ridesharing programs for their employees. The MDOT also maintains car pool parking lots for individuals wishing to car pool on their own. I think this is good for people because it lets you be able to have a ride places, all while saving carbon emission while doing so.

  2. 1) There are 8 programs that the state of Michigan has. These programs are there to keep the environment clean and supply facts about the enviornment to Michigans consumers. These affect us by supplying facts on how to keep our state clean and healthy.
    2) One incentive program is know as mercury pollution prevention, which takes steps to eliminate and/or reduce mercury pollution at its source and not release it into the environment. This incentive helps to clean the ocean so it will no longer contaminate aquatic life. This is avery effective incentive considering how toxic mercury is.
    3) The Climate Action Plan establishes a foundation and roadmap for the implementation of climate change policies in Michigan. Similarly, our partner organization, the Michigan Department of Community Health (MDCH), is also addressing the adverse health impacts of climate change and recently released their climate strategy. MDCH is currently involved in a three-year project funded by the Centers for Disease Control to implement this adaptation-based strategy. These activities are affecting the people of Michigan by creating a safe environment for all of us to live in.

    1. 7 departments; 124 programs. These programs include everything from dry cleaning to wetland protection. These programs affect Michigan consumers by keeping the environment safe and healthy for living allowing us to be economically free and willing to buy goods and services.

    2. The Neighborhood Environmental Partners Program’s incentive is too make the community environment better by planning environmental projects. It is made up of members of Clean Corporate citizen, DEQ Pollution Prevention Partners and other community partners. This program affects the environment and us because it allows up live in a clean community which gives us one less thing to worry about and makes living better and easier for everyone in the community. We think this incentive is very affective because many people benefit from having a safe and healthy environment.

    3. Agriculture: MDNR has established the “Michigan Conservation and Climate Initiative” which allows Michigan agricultural land owners to document their production of green house gases and giving the landowners money for the amount of gas they use.

    Energy Supply: The Senate passes a bill that would require Michigan to purchase and increasing amount of renewable electrical energy. This would cause electric companies to higher people and train them in to teach employees about the new ways of energy, it would also give consumers a $200 tax credit for using renewable energy.

    Transportation: MDOT is the leader in efficient transportation technology, and has created a system that reduces carbon emission by keeping traffic flowing, and improves the driver’s safety as well. The MDOT also works with other automotive manufacturers to begin the VII “test beds” in Michigan and improve the study of technology and driving.

    These activities affect us because they are bettering our future on the road, the air, and land conservation, which are big topics and are in high concern today. Economically, these activities will change the way we make decisions as a consumer and change the way we look at goods and services, and the opportunity costs of living as an individual.

    Protect the environment and the consumer.
    Certain regulations make it difficult to do business, whereas other regulations protect the consumer from poor quality of product and help to preserve the environment in which they live and work.
    2.
    Landowner Incentive Program- provides advice, management plans, and funding to individuals who qualify for involvement in the program. The program itself focuses on preserving the wildlife, including over 600 species of plants and animals throughout Michigan. It does this while simultaneously monetarily assisting Michigan landowners, who own 70% of the state’s land. This is all accomplished by working to provide habitats for Michigan’s endangered and rare species. The human aspect of this incentive receives technical and financial help with which landowners can improve their property. We agree with this incentive as it seems to benefit both the residence of Michigan as well as the state’s environment.

    1. Agriculture- Conservation efforts in Michigan provide more than 6 million shrubs and trees for private landowners. Planting these trees generates approximately 32,000 metric tons of carbon credits equivalent to $160,000. This will positively affect Michigan economy and from a personal standpoint will approve the overall appearance of the state as 16,000 acres go from being barren to landscaped.
    2.Energy- Private investors such as John Deere, DTE Energy, and Noble Environment Power are developing wind energy projects either planned or located in Michigan. This will greatly assist Michigan economy as it will create many new jobs in the energy field and save money where we would have otherwise had to pay outside sources for energy. However, despite these positive benefits there are some drawbacks. Windmills are notorious for their incredible volume, and might disturb nearby residents.
    3.Transportation- A new vanpool program open to all individual members of the public is being offered by the Michigan department of transportation. The MDOT is also working to help employers develop vanpools and ride sharing projects for their employees as well as working to maintain their carpool parking lots for individuals. Hopefully these incentives will allow Michigan employees to save money on transportation.

    There are 124 programs for the department of environmental quality. These departments provide a place for consumers to thrive in a safe environment. They protect Michigan’s consumers from hazardous products and waste.

    2. The Department of Natural Resources and Environment (DNRE) administers several programs that provide incentives to local units of government, business and industry to be proactive in carrying out their environmental responsibilities. Name and describe one of these incentive programs. How does this program effect the environment and you? Do you think this is an effective incentive?
    One of the incentive programs is called the Environmental Management System and it looks at environmental concerns. This program protects the environment by ensuring that the environment is healthy and readily available for State uses. This is an effective incentive because they are keeping the environment safe for people to use.

    Michigan came up with the Climate Action Plan, the Climate Health and Adaption Plan, and is involved in a three-year project funded by the Centers for Disease Control to implement this strategy. This affects me as a citizen because I have to pay more in taxes to fund these programs, but it ensures that we are to create the products we want economically.

    1. There are 124 programs in the Department of Environmental Quality for the state of Michigan. These programs help to keep Michigan in a healthy environment. They give contact information that will help a consumer do a job green and make it a healthy job. They help regulate and control the environmental usage of recourses. The consumer must pay to be able use certain resources.

    2. One program is the Neighborhood Environmental Partners Gold Awards Program. This program works to improve the environment in their communities by ongoing environmental projects. The incentive of this is keeping the neighborhoods clean, so they can live in a clean environment and it will help the environment. I think this is an effective incentive because it can help your health and safety and the environments health.

    3. Michigan is doing things to help with the climate change and they are conserving natural resources, improving air quality, and reducing water pollution. By conserving natural recourses we will have more of them in the future and not have to replace them with man made materials that are not good for the environment. This economically may be more expensive because natural resources are expensive because they are limited. Improving air quality will help to increase our health and the plants around us. Economically it may hurt us because waste from factories will have to be disposed of properly which will be more expensive. Reducing water pollution will help our health and the seafood we eat to be more healthy. This economically will be more expensive because of treating the water better and disposing of waste better.

  7. 1. Michigan’s Department of Environmental Quality has 124 programs. All of these programs work together to create a cleaner and more stable environment for us. They work to keep not only our air clean, but our rivers and lakes as well. The DEQ helps keep us consumers healthy in our everyday lives, it also creates jobs and leads to new developments in technology that also benefit consumers.

    2. The Clean Corporate Citizen incentive program allows regulated Michigan facilities that have demonstrated environmental awareness and contributed its well being to be recognized for their hard work. Everyone likes to know their hard work is appreciated, even the small stuff, and that they are indeed making a difference. This programs does just that and in the process encourages people to keep doing what they’re doing, making the world a better place.

    3. Due to this past winter’s climate change Michigan is making several changes in order to address it including:
    • The MCAC created the Climate Action Plan designed to address Michigan’s energy and commerce issues as well establish a foundation upon which other climate policies can be built.
    They plan to make changes that will reduce green house gas emissions, increase energy efficiency, conserve natural resources, and many other things.
    • The Michigan Department of Community Health is working to address the health impacts made present by the current climate changes. They’ve created a plan funded by the Centers for Disease Control that involves working adaption to climate changes into public health practices, providing resources needed to treat these health impacts, and paying special attention to the needs of vulnerable populations.
    • The Michigan government has also created many programs that have agricultural landowners recording their amount of green house gas emissions and their reduction efforts.

    Each of these activities work to preserve our environment which positively impacts each and every one of us. This Earth is our home, and we need to take care of it.

    1. There are 124 programs in the department of environmental quality for the state of Michigan. The Air Quality Division works with business and industry air pollution and helps maintain agreement with statutes that reduce adverse impacts on human health and the environment. The OEA oversees outreach and assistance services leading to the improvement in environmental quality, providing non-regulatory services related to all environmental programs. The OGL helps establish policies and programs to protect, enhance and manage the ecosystem. The RD administers programs that facilitate the cleanup and redevelopment of contaminated sites statewide, providing a cleaner and healthier environment. RMD administers prevention programs to protect the environment and the public's health through management of hazardous products and hazardous waste. The WRD protects and monitors Michigan's waters - swimmable, fishable, fish safe to eat, and healthy aquatic ecosystems. The OOGM promotes Michigan’s non-renewable resources for their social and economic benefits while protecting the environment and public health. All of these programs help to make our environmental qualities better for our state.



    2.The Water Resources Division (WRD) affects the environment as well as ourselves by insuring safe and clean waters for civilians to use in everyday activities such as swimming, fishing, boating, and healthy aquatic ecosystems. We believe this is an effective incentive because it provides fresh, sanitary bodies of water in Michigan to be used to our full potential.



    3.Three things that Michigan is going to address this current issue at hand with the climate change is increasing energy efficiency, conserving natural resources, and improving air quality, reducing water pollution. This affects us personally because it is out job to stop pollution with in the air and water as well as conserving energy is in our hand. Doing such things economically could affect us because things that are supposed to conserve and be better for us tend to cost more money.

    1. There are 124 programs in Michigan. They emphasize the use of green technology to improve environmental quality. The consumer is affected because people are looking for alternative sources of supply.

    2. One of the incentive programs is the Environmental Audit Privilege and Immunity. The program provides incentives for businesses to assess their property and make sure that they are not violating any environmental laws or regulations. Yes because businesses are making sure that they are not polluting and conserving Michigan’s natural resources.

    3. MDOT is offering ridesharing and carpool opportunities for their employees. They are also requiring the MDMB to purchase hybrid vehicles and encouraging the use of alternative fuel sources such as biodiesel. And lastly, MDOT is looking for new geometrical ways to design new roadways, using ideas such as roundabouts. It affects the consumer by putting their money to better use and conserving natural resources at the same time. We can use other natural alternatives to stop pollution in our environment.

    1.) The Department of Environmental Quality has 124 programs;
    • It transfers responsibilities for environmental health programs relating to drinking water and radiological protection from the Department of Public Health to the Department of Environmental Quality.
    • Transfer the Low Level Radioactive Waste Authority from the Department of Commerce to the DEQ.
    • Transfer the Above Ground Storage Tank Program and the inspection of dry cleaning establishments from the Department of State Police to the DEQ.
    • Transfer the Michigan Environmental Science Board and the Environmental Administration Division from the Department of Management and Budget to the DEQ. And create the Water Quality Advisory Board, charged with advising the Department of Environmental Quality regarding implementation of a comprehensive, long-term water quality monitoring program designed to measure the quality of Michigan’s streams, rivers and lakes, and detect areas of the state that need additional water quality control efforts;
    ~These programs affect Michigan’s consumers in a good way because the quality of products will improve therefore making the consumers want to but the products because they know they are safe.

    2.) The Neighborhood Environmental Partners (NEP) program was created by the DEQ to reward and recognize facilities and their community partners who help improve the environment in their community by creating and participating in projects to improve their community. It improves the environment and in that way it also helps keep the citizens safe and healthier. Yes I think it is an effective insensitive because it helps keep the people of the community and the community and environment cleaner and safer.

To improve the climate people on a climate improvement action plan are working to increase energy efficiency, conserving natural resources, and improving air quality. the positives of these things is that it will help make our life span more efficient because our -products are more efficient.

Most are either to spread awareness or to cleanup the environment. These programs affect Michigan consumers because if they are more aware of what they do and what they buy is bad for the environment, the more likely it is that they will change their ways. If they change their ways, then the better off it is for the environment.

    2. One of the incentive programs is called Environmental Audit Privilege and Immunity. This helps businesses and public agencies to help protect the environment and make sure that they are not in violation to any protection laws. This will effect the environment because if businesses get the permits that they need, then it will further protect Michigan’s natural resources. This would effect me because I live around the environment and if businesses help protect it then it will be safer for me and safer for everyone around me. I think that this is an effective incentive because some businesses may not know that they need certain permits and this will help inform them what they need to help protect the environment.

    3. One change was to develop a comprehensive climate action plan for the state. The Climate Action Plan includes 54 policy recommendations for reducing GHG emissions and addressing related energy and commerce issues in Michigan. Also, The Climate Action Plan establishes a foundation and roadmap for the implementation of climate change policies in Michigan. These activities would affect me personally because if they do what they are supposed to do, then the weather will change, which will directly affect me. Economically it would affect the crops. With the weather so warm now, the plants are starting to bloom. Now, if it snows or gets cold again, all of the food and plants will freeze and die.

    1. The Department of Environmental Quality has 124 programs for the state of Michigan. These programs work collectively to serve and protect the environment, improve the conditions it’s in, promote public awareness about the state of the environment, and ways the public can do their part. The programs affect Michigan’s consumers by making sure businesses and industries are up to proper regulations to keep Michigan’s air clean, ensure the Great Lakes remain in good health, and that the State of Michigan is up-kept so the environment we live in is safe, clean, and live-able.

    2. One of the programs of the DNRE is the Environmental Investigation Section (EIS) which its mission is to protect the public health and natural resources in a professional manner, utilizing proactive methods, teamwork and partnerships, delivering prompt, high quality and thorough investigations of suspected violations of environmental laws. It is an important component of law enforcement mainstream, and it consistently solves many violations of environmental laws, and provides a resource for local communities faced with environmental conflicts of a criminal nature. I think this is an effective incentive for the the state of Michigan because it provides help for the population in terms of public health and natural resources, extremately important.

    3. Three things Michigan is doing to address the climate change is to provide over six million shrubs and trees to private landowners to create ~32,000 metric tons of carbon credits, 32 wind turbines have been built in Michigan's "thumb" since 2005/2006, and also 3.1 million acres of land are being preserved for agriculture and open space use. The effect of having 16,000 more acres collectively of trees and shrubs will result in cleaner air to breathe- and thus keep the citizens of Michigan in better health and out of costly means to reverse the effects of polluted air.. The effect of using green energy will also mean less polluted air and not using fossil fuels to heat our homes- as wind energy is a renewable resource, it protects us from the expensive effects of using and depending on a nonrenewable resource. Lastly, the effect of 3.1 million acres of agricultural land and open space use will personally mean the preservation of beautiful land in Michigan and potentially to curb against the dependence of food grown in other states. By keeping agricultural and open lands, vehicle trips and carbon emissions will be reduced as people will live in existing residential areas instead of using new land to urbanize new areas.

    Air Quality (AQD) involves keeping air clean by regulating industry that creates chemicals that can harm the air. They aim to maintain healthy air so humans and animals alike can continue to share the Earth and all its glory. This program can keep industries from polluting our air. That means the environment is healthier for birds to fly in. It also means those with lung conditions such as asthma can continue to enjoy a safe world. I think it is effective because they make routine check-ups on industries that release chemicals into the air to make sure they meet certain standards that allow us to maintain clean air.

    3. Climate change can be blamed for the mild winter we have had in south east Michigan this year. What are 3 things that Michigan is doing in order to address the climate change (Agriculture, energy supply, transportation, or industrial)? How do each of these activities affect you as a citizen personally and economically?

    • Efficiency, load management that reduces overall energy use,
    and related energy conservation, which forces the electric and natural gas provider to create their own optimization plans to reduce the overall usage of their product
    • This recommendation calls for the creation of a policy that will expand the development and use
    of more efficient vehicle design and/or hybrid propulsion systems. Which will create loans in order to promote the production of more advance vehicles
    • An increase in production of Biofuels in order to offset the usage of gasoline and other fossil fuels
    • It affects me because I might decide to open my pool early. –physical
    • It affects me because I’ll need to buy warm weather clothes faster. –economical

    1. There are 8 main departments: Administrative, Air Quality, Environmental Assistance, Remediation, Great Lakes, Resource Management, Oil, gas, and minerals, Water Resources.
    The Administrative division handles logistics and budget, along with the Freedom of Information Act.
    Air Quality helps monitor air pollution and minimize the effect of human pollution on the environment.
    Office of Environmental Assistance promotes environmental responsibility
    The Office of the Great Lakes leads the development of policies and creates programs to protect, restore and sustain the ecosystem of the Great Lakes.
    The Remediation group works to control the cleanup and redevelopment of sites with much environmental contamination in order to create a cleaner, safer and more productive environment.
    The Resource management division has multiple sections inside of it that all aim to protect public health including radiological protection and drinking water and environmental health.
    Oil, Gas, and Minerals assures the efficient use and development of fossil fuels and mineral resources and at the same time protecting the environment, property and individual safety.
    The Water Resources division establishes water quality and standards and is responsible for wastewater collection in facilities.

    2. The Environmental Audit Privilege and Immunity incentive does as it says: it gives incentives to any business that performs an environmental audit and then immediately correct any found problems and violations. I think this is very effective because these incentives will motivate businesses to protect our environment and fix the large problems that plague it such as large CO2 emissions and in return, the citizens will have a safer planet to live on.

    3. In Michigan, we are working to combat climate change in several ways. In terms of transportation, The MDA is working to install biodiesel fuel pumps at a variety of stations, which burn cleaner than traditional gasoline. The problem for consumers is that the biofuels tend to be more expensive, so consumers are less likely to use them. The state also passed several bills that would increase the amount of renewable energy produced in the state. To encourage consumers to use alternative energy, tax benefits will be given. For Agriculture, it is intentionally being developed closer to cities to decrease travel times and emissions. This however limits the amount of land in use, potentially raising prices.

    The Department of Environmental Quality of the state of Michigan has 124 programs. These 124 programs are separated into 9 different divisions that specifically focus on one general issue. Divisions specify in air quality, mining, the Great Lakes, resource management, and many more. Each program makes sure we are protected from harmful circumstances. They provide us with laws, rules, and regulations to ensure our safety.

The Department of Natural Resources and Environment (DNRE) administers several programs that provide incentives to local units of government, business and industry to be proactive in carrying out their environmental responsibilities. Name and describe one of these incentive programs. How does this program effect the environment and you? Do you think this is an effective incentive?

    The Environmental Audit Privilege and Immunity is a program that protects natural resources by giving an incentive to businesses who report companies and businesses that have violated the law and who do not have environmental permits. The illegal companies fear disclosure and punishment by the government so as a result, fewer businesses violate this law, and the natural resources are not abused as much. Thus there are more trees for the squirrels and robins on Grosse Ile, and more trees for fresher air on Grosse Ile.

What are 3 things that Michigan is doing in order to address the climate change (Agriculture, energy supply, transportation, or industrial)? How do each of these activities affect you as a citizen personally and economically?

    Agriculture and farming industry is one of the leading causes for low amounts of the Earth’s green house gas. Advanced Fossil Fuel Technology generation is one thing Michigan is doing to address he issue of climate change. The burning of fossil fuels such as oil pollutes the air and produces smog and is harmful to the environment and the people of which live there. The Advanced Fossil Fuel Technology uses advanced technology and machines to use more energy efficient Fossil Fuels, thus less pollution into the atmosphere. Michigan is looking to find a better energy supply; so naturally, they turned to alternate resources to protect the environment and Michigan’s citizens. One way they’re doing this is by increasing the enforcement of “The Clean, Renewable, and Energy Efficiency Act (Public Act 295)”. This act calls for increased development of safe alternative resources that we may use in the near future. This act will help to reduce the escaping of the greenhouse gases from the atmosphere.
    Michigan is also hoping to reduce the greenhouse gases escaping from transportation and land use. Transportation and land use is one of the leading causes for the atmosphere’s loss in greenhouse gases. Their goal is to improve vehicle operations efficiency, use lower emission fuels in place of gasoline and diesel, and reduce the total number of miles traveled. These three processes would be steps in the right direction to improve our atmosphere and the health of the citizens of Michigan. The health is not the only aspect of the citizens affected by this system. Their ambition is to also help citizens economically. Improving efficiency, using alternative resources, and reducing the average number of miles traveled would decrease the price each citizen has to pay for transportation all around. This doesn’t just include road transportation, but prices for boats, trains, and planes would all decrease. This decrease in price helps increase the demand (according to the law of demand) so this would not only help Michiganians, but all Americans.

    A. there are 124 programs. The Department of Environmental Quality was created which transferred environmental regulatory programs from the Department of Natural Resources to the newly created Department.Financial Assistance, Grants, and Loans The Michigan Department of Environmental Quality is committed to forming partnerships with interested groups and local community organizations

The Department of Natural Resources and Environment (DNRE) administers several programs that provide incentives to local units of government, business and industry to be proactive in carrying out their environmental responsibilities. Name and describe one of these incentive programs. How does this program effect the environment and you? Do you think this is an effective incentive?
    A.The Michigan Energy Office (MEO) promotes energy efficiency and renewable energy resource development to Michigan's residents, businesses and public institutions. Pollution Prevention for Citizens the actions of every person can make a difference By incorporating one or more Pollution Prevention activities into your daily routine that reduce, reuse and recycle waste, or reduces water and resource usage or energy. yes i do think these incentives are effective because they bring in money and they bring a positive out look to our state. ususally people look at detroit and downriver and think that we pollute alot because of all the factorys that put smoke into the air but these programs are desinged to minimize the pollution being put into the enviorment.

    A. One of the charges for the MCAC was to develop a comprehensive climate action plan for the state. The MCAC completed the Climate Action Plan which identifies 54 policy recommendations for reducing greenhouse gas.The Climate Action Plan establishes a foundation and roadmap for the implementation of climate change policies in Michigan. all of these activeities are positive in my eyes because they bring money in to the economy and they are also helping the enviorment.
